P+R Connect: Data That Drives Parking

The P+R Connect project is creating, for the first time, a comprehensive, quality-assured database for Park+Ride facilities in the Greater Munich area. Okari is designing a digital, interoperable parking data management system, testing innovative data collection methods, and supporting the standardization and publication of the data via Mobilithek.

Challenge

The greater Munich area lacks a reliable, standardized data source on park-and-ride facilities that would enable a targeted shift from private motorized transportation to buses and trains. Heterogeneous data sets, varying formats, and a lack of governance structures prevent data-driven traffic management and complicate both planning and operations.

Solution

As part of the project, we analyzed existing platforms and data sets for their future viability and, building on that, designed a sustainable governance and organizational model with clearly defined responsibilities. Based on a best-practice analysis, we developed an interoperable data model and harmonized parameters to ensure quality-assured structures. New data collection methods were technically tested and calibrated, while standardized collection and calibration processes were defined. Finally, we established an end-to-end data publication chain with standardized interfaces for connecting to third-party systems.

Okari is supporting the project by:

  • Facilitating coordination between the city administration, the Mobility Department, and private partners
  • Conducting best-practice analyses and stakeholder workshops with parking garage operators and advocacy groups
  • Developing organizational and financing models for sustainable operations
  • Implementing and testing the data collection and publication infrastructure

Added value

The standardized publication of interoperable P+R data improves the planning framework for city administrations and transit agencies, makes it easier to switch to public transit, and lays the groundwork for scalable, future-proof parking management. Travelers benefit from accurate information on parking options and smoother mobility chains.
