The Bavarian State Building Authority is preparing for the centralized networking and digitization of over 2,000 traffic signal systems. In a comprehensive concept study, Okari is developing the vision for a traffic signal control center, designing the architecture of a traffic management system, and defining guidelines for C-ITS integration and information security. In doing so, we are laying the foundation for data-driven traffic control and new use cases such as public transit prioritization and assisted driving.
Challenge
To date, traffic signals have been controlled decentralized and using heterogeneous processes, which prevents comprehensive traffic management and the implementation of future functions. The State Building Authority needs a comprehensive strategy to harmonize infrastructure, data management, and safety, and to connect all systems securely and interoperably to a central control system.
Solution
As part of the project, we first conducted a comprehensive assessment of the existing traffic signal infrastructure and analyzed the current process landscape. Building on this, we developed a target vision and the target architecture for a centralized traffic management system, including a traffic signal control center. At the same time, we developed recommendations for C-ITS applications, public transit prioritization (emergency vehicle and bus acceleration), and information security requirements for the traffic signal control center. Finally, we created system diagrams for the operator workstations and a guide for operational tasks.
We support the project through:
- Conducting workshops and interviews with stakeholders and representatives of other field projects
- Complex data fusion from a wide variety of sources and database maintenance
- Development of concepts related to C-ITS topics, emergency vehicle and bus priority systems, and information security for traffic signal control centers
- Development of system diagrams for operator workstations and a target architecture for the future traffic signal control center
- Development of recommendation guidelines for operational tasks
Added value
The concept study provides a clear roadmap for modernizing traffic signal infrastructure and data management in Bavaria. It enables interoperable, centralized control of all traffic signal systems, paves the way for innovative mobility services, enhances traffic safety, and supports sustainable transportation development.
